Shi v. City of Palos Verdes Estates CA2/4
INTRODUCTION Wei Shi, a homeowner, wanted to build an ADU1 at his home in the City of Palos Verdes Estates. He applied for a permit to do so. The City had a mandatory statutory duty under California law to ministerially approve the ADU permit. (§ 66317.) The City, Shi alleges, failed to comply with its mandatory and ministerial duty.
