* * * In this case, we assess whether a civil harassment restraining order was properly entered against Jeffrey Gihun Lee after he and Lisa Roman had an angry confrontation in the Irvine neighborhood where both reside. In keeping with our standard of review, we find the trial court lacked substantial evidence to find by clear and convincing evidence that Lee had engaged in unlawful harassment. We therefore reverse the restraining order
