Plaintiff Christy Andrews appeals from a grant of summary judgment in favor of defendant and respondent City of Lomita (Lomita). Andrews sued Lomita and the City of Torrance (Torrance) after she was allegedly struck by a falling tree branch near the border between the two cities. The tree was within Lomita’s jurisdictional boundaries, but was in Torrance’s tree inventory, and Torrance had maintained the tree for years prior
