A jury convicted defendant Marquise Milligan of the murder of Bobby Mitchell and of personally using a handgun in the commission of that crime. At trial, two eyewitnesses identified defendant as the shooter. On appeal, defendant contends the trial court violated his due process rights by improperly instructing the jury to consider a witness’s certainty in identifying him without also informing the jurors that certainty does not
