In re Oliveira
Petitioner Jose Oliveira has been incarcerated since 1991 for the second degree murder of a rival gang member. In 2009, the Board of Parole Hearings (the Board) concluded he was suitable for parole and set a parole date. The Governor reversed the Board's decision.
