BACKGROUND
Appellants Mark Polhill, Steven Christensen, James Mehl, and Mark Miller commenced this action on November 21, 2002, by filing an eight-count complaint against respondents, County of Los Angeles (County), County of Los Angeles Fire Department (Fire Department or LACOFD), and Fire Chief, P. Michael Freeman. It is alleged that appellants are all employed by the Fire Department; Polhill as a captain, Christensen and Miller as paramedics, and Mehl as an engineer.
