S.J. (the minor) was placed in protective custody on May 10, 2017, when she was approximately 11 months old. The Monterey County Department of Social and Employment Services, real party in interest (Department), filed a juvenile dependency petition alleging the failure of the mother, M.R. (Mother, or Petitioner) and the father, J.J. (Father) to protect and provide support for their child under Welfare and Institutions Code section 300, subdivision (b). The Department alleged that Mother, who was homeless, had criminal, mental health, and substance abuse histories that significantly impaired her ability to care for the minor, and that the minor had been exposed to instances of domestic violence involving Mother and Father. The court sustained the allegations of the petition in July 2017 and granted the parents family reunification services.
